The facts

The complainant alleged that the respondent had installed a rotating camera pointing directly at his yard, balcony and room window, with lights flashing whenever a family member entered or left, causing the affected families stress. The police site visit found the CCTV camera had been repositioned and was viewing inside the respondent's premises.
