The facts

The complainant said his neighbours installed CCTV with a direct view of his house and swimming pool. The respondent explained the cameras were for security given surrounding abandoned land and a rented bungalow, and a site visit, conducted from outside in the respondent's absence, found 4 cameras focused inside the premises and 1 outside the gate not capturing the neighbour's premises across the road.
