The facts
Uganda's first criminal conviction under the Data Protection and Privacy Act. Ronald Mugulusi, director of Nano Loans Microfinance Ltd and operator of the Quickloan app, was prosecuted on two counts: failing to register with the PDPO, and violating privacy rights by processing personal data without consent. He pleaded guilty to the first count before the Makindye Standards, Wildlife and Utilities Court after repeated compliance guidance from the PDPO went unheeded. The second count arose from a borrower whose name, phone number and photograph were put in a video sent via WhatsApp with a threat to publish it on TikTok over loan non-repayment, breaching purpose limitation.
Orders and outcome
Convicted and fined Three Hundred Thousand Uganda Shillings (UGX 300,000) on 10 July 2025. On the second count a court-sanctioned reconciliation was reached with the complainant, with compensation offered and further proceedings stayed. Dated 23 July 2025 (press release).
