On 23 December 2020 the sanction committee of Senegal's CDP pronounced a warning (avertissement) against Orange Finances Mobiles Sénégal (OFMS) after a complaint that an Orange Money account had been opened on the complainant's number without her consent or prior information, in the context of the BCEAO's COVID-19 electronic-payments promotion measures. The committee took note that OFMS had declared it ceased the unauthorised processing, ordered the decision published in the Journal Officiel, and informed OFMS of its two-month right of appeal to the administrative chamber of the Cour suprême.
