The facts

The NDPC fined Meta Platforms, Inc. USD 32.8 million on 18 February 2025 and issued eight corrective orders over alleged violations of Nigerian users' privacy rights through behavioural advertising practices on Facebook and Instagram. Meta challenged the fine and orders by judicial review, arguing the agency acted beyond its powers. The parties later signed terms of settlement, which the Federal High Court in Abuja adopted as its judgment in suit FHC/ABJ/CS/355/2025, ending the litigation.

Orders and outcome

The administrative fine and eight corrective orders of 18 February 2025 were subsequently resolved by terms of settlement dated 30 October and filed 31 October 2025, adopted as the judgment of the Federal High Court.
