The facts
The complainant said a government institution was forcing him to give his fingerprint to record daily attendance. The institution circulated a letter to ministries and departments arranging for officers to be sensitised on the fingerprint system and for their consent to be sought, was told that the system should only apply to employees who signed consent forms with an alternative provided for others, and reported that the officer who forced the complainant had been transferred and all employees now use fingerprint or bar code after consenting.
Orders and outcome
The enquiry was successfully concluded with no offence committed under the Data Protection Act.
