Acting on a complaint, the APDPVP found that Gabon's national health-insurance fund CNAMGS modified an insured person's account and issued a duplicate card for her dependent at a third party's request, without her consent and without informing her, and then left her requests for the account's operation history unanswered. Sitting in plenary session, the Authority held the processing breached the consent requirement (art. 71) and the right of access (art. 6-50) under Law 025/2023 and pronounced a public warning against CNAMGS coupled with an immediate formal notice to restore the complainant's access. It declared itself incompetent on the identity-theft allegation before the courts. The deliberation is appealable to the Conseil d'État within two months and was ordered published in the Journal Officiel.
